The galaxy is full of sentient life and varied cultures and civilizations. Though there is no official governing body between them, species regularly immigrate to other planets looking for work and settlement.
Belul is discovered by galactic cartographers. Despite being teeming with sentient life beneath the surface, the planet is deemed as a desert wasteland and of no use.
